The Punjab government’s Green Tractor Scheme has entered a new stage. On 23 September 2026, Chief Minister Maryam Nawaz launched Phase IV through a digital balloting process and opened the application portal for Phase V. Together the two phases will put 19,500 subsidised tractors in the hands of Punjab farmers during the 2026-27 financial year, backed by an allocation of Rs 17.6 billion.
This guide explains what each phase offers, who can apply, how the balloting works, and the points where official statements and news reports do not fully agree, so you know what to double-check before you apply.

Overall: 19,500 tractors planned for 2026-27, Rs 17.6 billion allocated, and about 24,000 tractors already provided in earlier phases, each with a Rs 1 million subsidy according to the launch briefing.
What Is the Green Tractor Scheme?
The scheme is a Punjab Agriculture Department programme that lowers the upfront cost of buying a new tractor. The government pays a fixed subsidy per tractor and the selected farmer covers the remaining price. The stated aim is to increase mechanisation for ploughing, sowing and other field work, especially for small and medium landholders who could not otherwise afford a new machine.
At the launch, the provincial government said that around 35,000 tractors were distributed during the current government’s two-and-a-half-year tenure, compared with roughly 10,000 over the previous two decades, and that about Rs 20 billion has gone into agricultural mechanisation over the same period.
Phase IV: Low-Horsepower Tractors by Digital Balloting
Phase IV covers 10,000 tractors of 50 to 65 HP, each with a subsidy of Rs 750,000. These tractors suit smaller and mid-sized farms. Selection was done by digital balloting: the Chief Minister pressed the button to start the draw in Lahore, and the first successful applicant reported was Masood Khan from Attock.
Applicants were verified before the draw. Of 213,637 farmers who applied, 128,757 were declared eligible for balloting after checks against the Punjab Land Records Authority and NADRA records.
Phase V: High-Horsepower Tractors, Portal Open
Phase V offers 9,500 tractors of 75 to 125 HP with a larger subsidy of Rs 1 million each. The application portal opened on the day of the launch. The range includes tractors made or assembled in Pakistan (a locally manufactured 90 HP model and a locally assembled 100 HP model are named), and five locally manufactured models are part of the overall scheme.
Who Can Apply? Eligibility
- You must be a Punjab farmer owning agricultural land.
- Phase IV: at least 5 acres, according to the Punjab Agriculture Department.
- Phase V: at least 7 acres, according to one report that cites official programme documents.
- Your CNIC and land record are verified digitally through NADRA and the Punjab Land Records Authority.
Note on land requirement: The LHR Times report of the launch says only that farmers with “five acres or more” could apply and does not give a separate figure for Phase V, while another report quotes seven acres for Phase V. Because the figures differ between outlets, read the eligibility conditions on the official portal before you pay for a land record or apply.
How to Apply
The reports we reviewed describe the portal but not the exact steps, so we are not going to invent them. What is confirmed:
- Open the Punjab Agriculture Department’s Green Tractor page at agripunjab.punjab.gov.pk, which is the official link cited by the press.
- Choose the phase that matches your land and the tractor size you want (the portal refers to the Hi-Power Green Tractor programme for the larger machines).
- Enter your CNIC and land details as requested. The system verifies them with NADRA and the Land Records Authority.
- Wait for the balloting result. If you are selected, follow the instructions for paying your share and collecting the tractor.
Application deadlines, balloting dates for Phase V and the exact document list were not published in the reports, so check the portal for the current window.
How Tractors Are Distributed Across Districts
Tractors are allocated to districts in proportion to each district’s share of cultivated land. Districts such as Bhakkar, Jhang, Lodhran and Vehari were reported to have relatively larger shares. Within each district, winners are chosen by ballot, so your chance depends on how many eligible farmers apply in your district.
What You Still Have to Pay
The subsidy covers part of the price only. The farmer pays the difference between the tractor’s price and the subsidy. The reports did not state the dealer prices or any financing terms, so ask the authorised dealer for the final figure and get it in writing before paying anything.
Tips Before You Apply
- Keep your latest fard (land record) and a valid CNIC ready.
- Make sure the land in the record is in your own name, since verification is digital.
- Apply only through the official portal. Balloting is automated, so nobody can “arrange” a tractor for you.
- Compare the tractor models offered in your HP range, including service availability in your area.
Beware of Fake Agents and Scam Sites
Government welfare schemes attract scammers. No genuine programme asks you to pay a “registration fee” to an agent, share your card PIN, or send your CNIC and OTP codes to a WhatsApp number. Enter your CNIC only on websites ending in .gov.pk or use the official SMS and helpline numbers mentioned in this guide.
