After the 2025 monsoon floods, Prime Minister Shehbaz Sharif announced a Rs 4 billion relief and rehabilitation package for Gilgit-Baltistan on 4 August 2025. It includes fixed compensation for families who lost relatives, for the injured and for people whose homes were destroyed.
PM Flood Relief for Gilgit-Baltistan at a Glance
| Loss | Compensation announced |
|---|---|
| Family of each deceased person | Rs 1,000,000 |
| Seriously injured | Rs 500,000 |
| Minor injuries | Rs 200,000 |
| Destroyed home (for rebuilding) | Rs 500,000 |
| Total package | Rs 4 billion |
The Prime Minister said the support was significantly higher than the assistance given after the 2022 floods, and urged the Gilgit-Baltistan government to contribute to the relief effort as well.
Which Areas Were Affected?
The Gilgit-Baltistan government declared a state of emergency in 37 flood-hit areas across eight districts: Diamer, Gilgit, Ghizer, Skardu, Shigar, Ghanche, Nagar and Kharmang, under the National Calamities (Prevention and Relief) Act, 1958. At the time of the announcement, reports counted at least 10 deaths (mostly tourists), 22 vehicles swept away and 509 houses destroyed, along with losses of livestock and standing crops.
Other Measures Announced
- The Ministry of Communications began road repair work.
- A 100-megawatt solar project was planned to ease winter electricity shortages in the region.
- A special committee, including the Federal Minister for Kashmir and G-B Affairs, was formed to coordinate with the G-B governor and chief minister.
- The Ministry of Climate Change was directed to take immediate action.
Electricity Bill Waiver: Not Confirmed
A second report from September 2025 mentions a one-month electricity bill waiver for domestic consumers in flood-affected areas, refunded if already paid. The Express Tribune report of the 4 August announcement does not mention this waiver, and we could not open the second report’s page to double-check, so treat the waiver as unconfirmed unless your electricity department confirms it.
How to Claim Compensation
The reports describe compensation cheques being distributed but do not publish a claim procedure. In practice, claims are handled by the district administration and the Gilgit-Baltistan Disaster Management Authority after damage assessment. If your family was affected, contact your Deputy Commissioner’s office with your CNIC, proof of loss and photographs, and ask about the assessment list.
Why This Matters Now
Floods hit Pakistan every monsoon. Since 26 June 2025, floods had killed 299 people nationwide at the time of the announcement, and a fresh monsoon wave was expected. If you live in a flood-prone area, keep your CNIC copies and property documents safe, since compensation is based on verified records.
Beware of Fake Agents and Scam Sites
Government welfare schemes attract scammers. No genuine programme asks you to pay a “registration fee” to an agent, share your card PIN, or send your CNIC and OTP codes to a WhatsApp number. Enter your CNIC only on websites ending in .gov.pk or use the official SMS and helpline numbers mentioned in this guide.
