The Benazir Hunarmand Programme (BHP) is a Benazir Income Support Programme (BISP) initiative that gives members of BISP households free technical and vocational training with a monthly stipend. It moves beneficiary families from cash assistance toward skills that can bring a steady income, at home or abroad.

Skills and Trades Covered
Formal training covers healthcare, information technology, hospitality, construction, beauty services, and garments and textiles. Informal training is offered to artisans in remote areas to preserve traditional crafts, and artisans also receive digital marketing skills to help them reach buyers. Our programme list also notes recognised certification from NAVTTC/HEC; the news reports we read did not confirm the certificate details, so ask the training institute what you will receive.
Progress So Far
- More than 49,000 candidates had registered on the BHP portal for six-month training programmes.
- About 75% of applicants were women (our programme list records a 50% women quota).
- More than 5,000 BISP beneficiaries and family members were in training in Sindh as of 24 September 2026.
- The BISP Board gave in-principle approval in December 2025 and the Technical Design Committee approved the programme design in August 2026.
- Partners include NAVTTC, the Benazir Bhutto Shaheed Human Resource Research and Development Board, PPAF, the Punjab Skills Development Fund and Lok Virsa.

Is It Only for Sindh?
The first phase covers 28 districts of Sindh. The reports do not mention other provinces or later phases, so applicants outside Sindh should watch BISP announcements.
What the Reports Do Not Say
- The exact stipend amount.
- The list of training institutes by district.
- Course start dates for new registrants.
Call BISP or visit a Tehsil Office for these details instead of relying on rumours.
Beware of Fake Agents and Scam Sites
Government welfare schemes attract scammers. No genuine programme asks you to pay a “registration fee” to an agent, share your card PIN, or send your CNIC and OTP codes to a WhatsApp number. Enter your CNIC only on websites ending in .gov.pk or use the official SMS and helpline numbers mentioned in this guide.
